Can you remove the need to reschedule aircraft when there has been move to a new airport when the only change is to seats blocked/unblocked or cargo mix

Please can we have the unrealistic penalty removed on passenger numbers on routes over about 4000nm at least until about the 1990's. Currently in 1969, if we fly routes like CDG to HND we need a fuel stop on the way back (...)
