Until 1990s, no penalty on passengers for LH flights with fuel stop

Please can we have the unrealistic penalty removed on passenger numbers on routes over about 4000nm at least until about the 1990's. Currently in 1969, if we fly routes like CDG to HND we need a fuel stop on the way back due to winds. Then we find this unrealistic halving of passengers just because of this. There are no planes in existence to do both ways non-stop so why penalise so much. After the '90s then fair enough to have these limits when planes like 767ER and 777s or MD.11 can make the non-stope routes.

The techstop "penalty" is not smart currently, it's fixed and static. The suggestion based on year is not perhaps the best way to do it, but something to consider.
