This is actually not a bug, but a system protection that does not allow you to place a too "heavy" configuration to the aircraft that would exceed the payload capabilities of that plane. There are a couple of such variations where a low-MTOW variant is being combined to a high-seating configuration and it would not be technically possible since the overall weight of pax+bags would exceed the max payload of the aircraft. Rare case, but not a bug.
