Can't open base in Economic Region

Hi all,

I'm operating an airline in the Netherlands Antilles and want to open a base in the Netherlands. According to the text, this should be possible and also in the past, I had the option to choose it. However, I can only select North America as continent. Did something change or is it a bug?

Manual states: "Netherland's Territories: Any airline based in theses territories (NL Antilles, Curacao, Aruba, Sint Maarten) may open bases also in the Netherlands, or in any other of the territories."

Base airport page states: "Your base airports must be located in Netherlands Antilles or in any area of the Netherlands."

Game year is 1971.

Only selection is 6 airports in North America in Netherlands Antilles.

--> Needs a fix.
