When creating a seating configuration for the Fairchild SA227-DC Metro 25, it is not possible to exceed 20 seats. I tested this on both iPad Safari and Chrome on a Windows PC. The factory default configuration shows 21 seats with standard seating, but even this cannot be replicated when creating a custom layout, the limit remains at 20 seats. The aircraft’s maximum capacity is listed as 25 seats, yet it is not possible to configure this in practice.

Cabin space and pax capacity certification considered you could fit 25 but with that weight variant the payload capability runs out earlier and you can't fit the plane so full of seats or it would exceed either maximum payload it can carry. This is also partly because AWS models the average weight of a passenger slightly differently to what the certification rules in 1970s have been, in other words the pax weight is a bit higher compared to back then.
Same aircraft model might have many weight variants and the "worst" of those might not be able to be configured with the maximum certified pax capacity while the better might be.
--> not a bug, but aircraft limitation. This will change anyway with Seat Config v.2.0 later on.
