Ramp check fines when not flying

I received a bundle of ramp check fines and company image hits when I had a flight with a schedule consisting of only routes with no slots, so they were not flying.

If you have routes scheduled, you gotta have the maintenance valid & scheduled, but the system wasn't smart enough to take into account that the routes you scheduled did not have any slots and the routes did not actually fly.

This is adjusted.
