I was trying to upgrade a 767-300ER with winglets and then trigger its' C check. When I found I could not queue the C check with the upgrade ongoing I then cancelled the upgrade and applied the C check instead (thinking I would not get the upgrade and lose the money) but the upgrade shows as completed.
In it's current guise I think this is a bug.
