Unable to open techstop at nearby airport

Hi Sami,

In HaTF I was trying to open YMEN-YMAV-WADD, due to YMEN having a short runway. The game did not allow this as YMEN-YMAV is only 28nm.

For tech stops this limitation shouldn't be relevant as there is no money to be gained. (Actually couldn't this limit be removed in general? If there is demand it's fair game to fly sub- 50nm routes and if there is no demand, no one will fly it either way...)
